Food contact short of drinking water needs the reconditioner's food-grade certification on a rebottled tote or a reconditioned tote whose prior contents were food-grade. Grade and history alone are not enough; rinsed and as-is used totes are for non-potable use, and a tote that held chemicals or oils cannot be certified food-safe by rinsing because HDPE absorbs some of what it holds.
