IBC Tote Inspection Checklist: 12 Points to Check Before You Buy, Sell, or Reuse
This is a field checklist. Every point on it can be checked by eye and by hand, in gloves, in about five minutes, without tools. It is designed for the moment when you are standing next to a tank deciding whether to hand over money — or trying to work out what your own tank is still good for.
One thing to establish before you start: an inspection tells you the condition of a tote. It does not tell you what was in it. Contents history is established through documentation, not observation, and for anything involving food, drinking water, or regulated transport, documentation is the part that matters. This checklist covers the half you can verify yourself.
The grading scale
There is no legal standard governing the condition of used IBCs — for the container itself and how it is built, see what is an IBC tote. The industry works from a voluntary scale promoted by the Reusable Industrial Packaging Association, but the exact criteria vary between suppliers. The definitions below are the ones used throughout this guide.
Before the grades themselves, the distinction that causes more confusion than anything else in this market:
A grade describes the physical condition of a tote. Food-grade status describes its history. These are independent characteristics.
A visually flawless Grade A tank with an unknown past is unsuitable for food or potable use. A scuffed, stained tank with a documented food-only history is suitable. Condition and status are assessed separately and one never substitutes for the other.
Grade A — Premium
Bottle. Clear, without persistent clouding or yellowing. No staining from previous contents. No odour when the fill opening is opened. No bulging, deformation, or signs of stress cracking.
Cage. Geometry true, uprights parallel. No dents to load-bearing members. Welds intact. Corrosion absent or isolated and superficial.
Pallet. Sound, no rot or split boards, fork pockets undamaged.
Valve and fill opening. Valve operates through full travel without weeping. Cap present, threads intact, gasket serviceable.
Documentation. Data plate legible. Contents history known and documented.
Suitable for: pharmaceutical, cosmetic, clean chemical, and food applications — the last only with documented food-only history.
Stacking: as marked on the data plate.
Grade B — Standard
The largest segment of the used market and the usual best value.
Bottle. Light staining from previous contents and moderate scuffing acceptable. Some loss of clarity, but the wall remains translucent. No odour. No deformation or cracking.
Cage. Dents to horizontal members acceptable provided there are no sharp edges and the frame remains square. Uprights straight. Welds intact. Surface corrosion acceptable, perforation not.
Pallet. Functional, wear acceptable.
Valve. Operational or replaced.
Suitable for: industrial chemicals, fertilisers, detergents, non-potable water, agriculture.
Not suitable for: drinking water, food products, pharmaceutical use.
Stacking: permitted, one tier below the plate rating when full.
Grade C — Economy
Bottle. Persistent clouding or yellowing. Chalking present — the surface leaves a powdery residue when rubbed. Pronounced staining possible. Structurally intact.
Cage. Multiple dents, possible partial loss of square. Pronounced corrosion without perforation of load-bearing members.
Pallet. Worn but functional.
Suitable for: non-potable rainwater collection, waste storage, static non-contact storage.
Not suitable for: any contact application, regulated transport.
Stacking: empty only, single tier when filled.
Reject — not recoverable
Any one of the following ends the assessment:
Through-crack or evidence of leaking
Bulging or deformation of the wall
Broken cage welds
Through-corrosion of load-bearing members
Split pallet with loss of load capacity
Evidence of repair to the bottle
Persistent solvent or petroleum odour
Missing data plate combined with unknown history
Residue without documentation of the required rinsing procedure
Route: separation into materials, steel to scrap, HDPE to recycling, licensed disposal where required.
Rebottled — a separate product, not a grade
Rebottled totes sit alongside this scale rather than within it. An inspected and reconditioned steel cage receives a new factory bottle. Because the cage never contacts the product, it carries no contents history of its own — which means a rebottled tote can return to food and pharmaceutical service at a substantial discount to new.
Do not read "rebottled" as a step below Grade C. It is closer to new than to used.
The 12-point field checklist
Grouped by component, in the order the components tend to fail.
The bottle (points 1–5)
1. Clarity and colour. Clear, lightly stained, or persistently clouded and yellowed? Loss of clarity is both a cosmetic issue and an indicator of UV exposure.
2. Chalking. Rub the sun-facing panel with a finger. A white powdery residue indicates photo-oxidative degradation — the polymer chains have broken down and the wall has lost strength, not just appearance. UV exposure is the usual cause, and it is covered in detail in how long IBC totes last. This is the single most useful no-tools test on the list and it places a tank in Grade C on its own.
3. Wall deformation. Look along the panels for bulging, outward distortion, or signs of heat exposure. A yielded wall does not recover.
4. Stress cracking. Check corners, the base of reinforcing ribs, and the area around the fill opening. Stress concentrates at these points and cracking appears there first, often as fine surface crazing before it becomes a visible split.
5. Residue and odour. Open the fill opening and look and smell. Sediment, film on the walls, or any foreign odour is significant. A solvent or petroleum smell is an immediate reject — and note that the absence of odour proves very little, since HDPE absorbs many substances into the wall itself.
The cage and frame (points 6–9)
6. Weld integrity. Check where the tubing intersects, paying particular attention to the lower band. This is where stacking load is carried and where failures start.
7. Corrosion. Distinguish surface rust from perforation. Surface rust on a cage is cosmetic. Through-corrosion of a load-bearing member is a reject.
8. Frame geometry. Sight along the uprights — are they parallel? A dent without sharp edges on a horizontal member is acceptable. Loss of square is not, because load stops distributing evenly across the frame.
9. Cage-to-pallet attachment. Check that the frame is still properly secured to the pallet at every fixing point.
Valve, pallet and documentation (points 10–12)
10. Valve operation. Full travel, no weeping at the stem or the threads, outlet spout undamaged. On any tank that has overwintered, check the valve body specifically for a freeze crack — water trapped in the ball cavity expands and splits the housing, and this is the most common cold-weather failure there is.
11. Pallet condition. Rot, split boards, fork pocket damage. Wooden pallets also absorb moisture over time, which is worth knowing if weight matters to you.
12. Data plate. Legible? Note the month and year of manufacture. An illegible or missing plate rules out regulated transport entirely and makes it impossible to establish the permitted stacking load limits.
Red flags — stop immediately
If you find any of these, the assessment is over. There is no combination of other qualities that compensates.
Through-crack or any evidence of leaking
Bulging or deformed wall
Broken cage welds
Through-corrosion of load-bearing members
Evidence of repair to the bottle
Persistent solvent or petroleum odour
Missing data plate on a tank with unknown history
Visible residue with no documentation of what it is
The last two are the ones people talk themselves out of. A cheap tank with an unknown past is not a bargain — it is a container you cannot use for anything that touches anything.
What a field inspection can't tell you
Being clear about the limits of this checklist is what makes the rest of it trustworthy.
Wall thickness. Bottle walls run roughly 2.0–3.2 mm depending on manufacturer, with a production tolerance of around ±0.3 mm. These figures come from manufacturer practice rather than a published dimensional standard — wall thickness is set by whatever each maker needs to pass UN drop testing, not by a specification you can look up. Thickness loss from wear and chemical attack is not detectable by eye, which is why industrial reconditioners use ultrasonic thickness gauges. Contents history. Established by documentation, not observation — see verifying food grade status. HDPE is semi-porous and absorbs substances into the wall, so a tank can be visually spotless and chemically compromised. No amount of looking establishes what was in it.
Leakproofness. Confirmed by pneumatic test, not by inspection. A tank that looks sound can still fail a pressure test, and for regulated transport that test is required before first use and at each periodic retest. Note that replacing a valve or gasket with a specification-compliant part is routine maintenance rather than repair, and does not itself trigger retesting — structural work such as welding the cage or replacing the bottle does.
What reconditioners do additionally. Industrial processes typically run to 24–28 inspection points, include ultrasonic wall measurement, use separate processing lines for food and non-food tanks to prevent cross-contamination, and document previous contents against each unit.
Why this matters when buying. A field inspection establishes condition, and condition is most of what you need for water, storage, and general industrial use. For food, potable water, or regulated transport, you need documentation — which a private seller is usually not in a position to provide. That is not a comment on anyone's honesty; it is a function of where the paperwork is generated.
How to use this checklist
If you're buying
Work the twelve points in order before money changes hands. Photograph the data plate, all four sides of the cage, the interior through the fill opening, and the valve. If you are buying at distance, ask for those same shots before agreeing anything.
Ask what was in it. If the answer is vague, price the tank as non-contact storage regardless of how good it looks.
If you're selling
Buyers assessing remotely need a specific set of images to give you an accurate number:
Data plate, close and legible
All four sides of the cage
Interior through the open fill opening
Valve and outlet
Pallet, including underneath

If you're auditing your own fleet
Record the manufacture date from each plate when a tank enters service, and re-inspect on a schedule rather than on failure. Where full tanks are stacked long-term, rotate the bottom tier periodically — sustained static load accumulates fatigue in the cage welds of whichever unit is underneath.
