Food Grade IBC Totes: How to Identify and Verify
New IBC totes are commonly manufactured from food-grade HDPE. Used ones are a different question, and the answer turns on something most buyers do not expect.
The short version: food-grade status is lost permanently the first time a tank holds a non-food product. Not degraded, not restorable with sufficient cleaning — lost. A used tote is suitable for food or drinking water only where its history is documented, and no amount of inspection substitutes for that documentation.

Food grade status is permanent — in both directions
HDPE is semi-porous
High-density polyethylene is an excellent container material precisely because it resists chemical attack. What it does not do is resist chemical absorption. The polymer has a semi-porous structure, and many substances migrate into the wall itself rather than sitting on the surface of it.
Once there, they are held within the polymer matrix. They can also migrate back out — slowly, over time, into whatever the tank holds next.
Why cleaning does not restore status
Cleaning works on surfaces. It removes residue, film, staining, and odour from the interior face of the bottle. It does not extract absorbed compounds from within the wall, because there is no mechanism by which it could.
This is why a tank can be washed to a genuinely high standard — visually spotless, no detectable smell, meeting every practical test of cleanliness — and still be unfit for food service. The contamination is not on the part you cleaned.
One fill is enough
There is no threshold of exposure below which the status survives. A single fill with an industrial product disqualifies the tank from food and potable applications permanently, regardless of duration, concentration, or how quickly it was emptied and rinsed afterwards.
A perfect-looking tote can be disqualified
This is the practical consequence and the thing most often got wrong:
A grade describes the physical condition of a tote. Food-grade status describes its history. These are independent characteristics.
A flawless Grade A tank with an unknown past cannot be used for food. A scuffed, stained Grade B tank with documented food-only service can. What "food grade" actually means
The material versus the container
Two distinct claims hide inside the phrase, and conflating them is the root of most of the confusion:
The material is food-grade. HDPE of appropriate specification is authorised for food contact under FDA regulations governing polymer materials — see IBC tote specifications on materials and construction. This is a property of the plastic and it is true of essentially every IBC bottle ever made.
The container is food-grade. This particular tank is suitable for food service. That requires the material claim plus an unbroken history of food-only use.
A seller saying "these are food-grade totes" is usually making the first claim. Buyers usually hear the second. The gap between them is where problems happen.
Food contact versus drinking water
These are separate regulatory questions with separate standards. FDA regulations govern materials in contact with food. Drinking water systems fall under a different framework, with certification standards addressing components in contact with potable water — including gaskets, valves, and fittings, not just the tank.

Why the marking is not the answer
Buyers look for a marking that confirms food-grade status. There isn't one — not in any form that survives a change of ownership. What the tank carries is information about its construction and its transport certification, neither of which tracks what has been put in it. The verification has to come from paperwork.
Chain of custody: what actually proves food grade status
This is a legal requirement, not just good practice
Worth establishing before the detail, because it changes how seriously the paperwork should be taken.
Federal food safety law includes a sanitary transportation rule, introduced under the Food Safety Modernization Act, which applies directly to bulk food shipments — and IBCs are bulk food shipments. It places obligations on shippers and carriers to maintain the cleanliness of equipment used to move food, and documentation of prior loads is one of its core requirements.
The practical consequence is straightforward: where a container's history cannot be established, using it to transport food is not permitted. This is not a supplier being cautious. It is the rule.
That reframes everything below. Chain of custody documentation is not a nicety that careful vendors provide — it is what makes the container usable at all for food service.
What the documentation contains
A complete chain of custody for a used tote establishes:
The specific previous contents, identified by product rather than by category
Documentation for that substance
Confirmation of the cleaning procedure applied, and by whom
That no non-food product has entered the tank at any point in its service life
The last point is the demanding one. It is a statement about the entire history, not the most recent cycle.
Why a single gap breaks the chain
Continuity is the whole mechanism. A tank with documented food service for four years, an unaccounted-for six months, and documented food service for two more years is a tank with an unknown history. The gap could contain anything, and there is no test that will tell you what.
Partial documentation is not partial assurance. It resolves to the same answer as no documentation.
Levels of certainty
In practice, used tanks fall into three categories:

The third category cannot be upgraded. Not by cleaning, not by testing, not by the tank looking immaculate. Where history cannot be established, the tank is assessed at the worst case, because that is the only defensible assumption.
What a private seller usually cannot provide
Chain of custody documentation is generated during commercial intake, where each unit is logged against its previous contents. A private seller — a farm clearing out a yard, a contractor with three spare tanks — normally has none of it, and often does not know what was in the tanks before they acquired them.
This is not a comment on anyone's honesty. It is a function of where the paperwork exists. If you are buying privately, price and use the tank as unknown-history regardless of what you are told, because the seller has no way to prove otherwise and you have no way to verify.
How to tell if an IBC tote is food grade
Everything above establishes that documentation decides the question. Inspection still has a role — it can disqualify a tank, even though it cannot qualify one.
Reading the data plate
The UN marking on the plate certifies the container for the transport of regulated liquids. It records construction type, manufacture date, and load ratings.
It says nothing about food-grade status. This is a common and dangerous misreading: buyers see certification marking, assume it covers suitability, and proceed. The marking is about transport safety, not contents suitability.
Resin identification code
Look for HDPE / resin code 2. This confirms the material and tells you nothing about the history. Necessary but nowhere near sufficient.
Previous contents labelling
Shipping labels from the previous owner, residual markings, batch numbers, and any surviving product identification are worth reading before they are cleaned off. They are the closest thing to evidence available on the tank itself — and if they identify an industrial product, that settles the question immediately.
The smell test and its limits
Open the fill opening and smell. A solvent or petroleum odour is a definitive disqualification.
The absence of odour proves very little. Many absorbed compounds have no perceptible smell, and surface cleaning removes odour from the part of the tank you can smell while leaving the wall unchanged. Use this test to rule tanks out, never to rule them in.
When you cannot verify
If contents history cannot be established through documentation, the tank is not food-grade. It cannot be made food-grade. Use it for non-contact applications or do not use it.
This is the operative rule and it is not conservatism. Given that absorbed contamination is undetectable by inspection and unremovable by cleaning, unknown history means unknown risk that no subsequent process reduces.
Are IBC totes BPA free?
Yes — and for a reason worth understanding, because it affects what you should actually be worried about.
Bisphenol A is used in the production of polycarbonate plastics and epoxy resins. It is not a component of high-density polyethylene. An HDPE bottle is BPA-free not because a manufacturer took steps to make it so, but because BPA has no role in that material.
That makes "BPA-free" a true but largely uninformative claim about an IBC tote. The things that genuinely warrant attention are:
Absorbed residue from previous contents — the actual contamination risk, discussed above
Replacement gaskets and seals of unknown specification, fitted at some point in the tank's life
Valve components, which may be a different polymer from the bottle and are frequently replaced with whatever was to hand
A tank can be entirely BPA-free and entirely unsuitable for food.
Using IBC totes for drinking water
Potable versus non-potable
Worth separating three distinct uses, because they carry different requirements:
Non-potable water — irrigation, washdown, firefighting reserve. Condition matters; contents history matters much less.
Emergency water reserve — intended for consumption under adverse conditions. Should meet potable requirements.
Ongoing potable supply — permanent installation supplying drinking water. Full requirements apply, including to components.
What is required
A tote used for drinking water needs: a bottle of food-grade material, documented food-only contents history, components rated for potable water contact, appropriate sanitising before use, and protection from light.
If any of those is absent, the installation does not meet the standard. There is no partial version.
The valve and gasket problem
The point almost nobody raises, and the one most likely to compromise an otherwise correct installation.
The bottle may be perfectly suitable. The valve, gaskets, and cap seal frequently are not — standard components are specified for general industrial service, not potable water contact, and on a used tank they may have been replaced at some point with parts of entirely unknown specification.

Light, algae and biofilm
Translucent walls pass light, and light drives algal growth in stored water. Beyond being unpleasant, established biofilm is difficult to remove and provides a habitat for other organisms.
Store potable water tanks in the dark or under an opaque cover — the same measure that protects the tank from UV degradation. This is straightforward and it prevents a problem that is much harder to solve after the fact.
Preparing a tote for potable use

Note the order. Confirming history comes first because if it fails, nothing after it matters.
Prior contents: what disqualifies a tote permanently
Tanks that have held any of the following do not return to food or potable service — see also what you can and can't store:
Pesticides and herbicides — designed to be biologically active at low concentrations
Aromatic hydrocarbons — toluene, xylene, benzene. These cause the polyethylene to swell and penetrate deep into the wall; such bottles are suitable only for recycling
Chlorinated solvents — similar penetration behaviour
Petroleum products — absorbed into the polymer, persistent
Heavy metal solutions
Any unidentified chemical — for the reasons set out throughout this article
Tanks that held food products, potable water, or genuinely inert substances can return to food service after appropriate cleaning, provided the history is documented.
Where a tank is permanently disqualified but structurally sound, it remains valuable for industrial and non-contact use — or, where the bottle itself has failed, rebottling returns the cage to food-capable service with a new bottle.
The aquaponics case
Among the most common questions from buyers of used totes, and one where the wrong answer kills livestock.
Water held in continuous contact with HDPE that previously contained industrial chemicals will draw absorbed compounds back out of the wall over time. In a closed aquaponic system, those compounds accumulate. Fish and plants are considerably more sensitive to low-level contamination than the people asking the question generally expect, and the tank's appearance gives no indication of the risk.
Use only tanks with documented food-grade history. A cheap tank of unknown provenance is a false economy measured against a full system loss — and by the time symptoms appear, the cause is usually not obvious.
Buying food grade used totes: what to ask
Questions worth putting to any seller, in this order:
What was in this specific tank? Product name, not category. "Chemicals" and "food products" are both non-answers.
Can you document that? Paperwork, not assurance.
Has it ever held anything non-food? Across its whole life, not just under current ownership.
How was it cleaned, and by whom? Procedure and operator.
Have the valve, cap, and seals been replaced? If so, with what specification?
Is the data plate legible? Ask for a photograph.
Where did the batch come from? A consistent source is a better sign than a mixed lot.
A seller who can answer 1 through 3 with documentation is selling a food-grade tank. A seller who cannot is selling an industrial tank, whatever the listing says. Both are legitimate products; they are just not the same product, and they should not be the same price.
