A new steel drum is a factory-built drum that has never held product, with its original lining, gaskets and bungs and the manufacturer's UN marking stamped into the steel: 1A1 for a tight-head drum, 1A2 for an open-head drum.
Against a reconditioned drum, the difference is history. A reconditioned drum has been emptied, cleaned, inspected and often re-lined, and it carries the reconditioner's mark alongside the original. A new drum has no prior contents to ask about and an undisturbed lining.
Buy new when a customer or regulator specifies first-use packaging, when the contents need a lining a reconditioned drum cannot guarantee, or when you need a specific gauge or packing group rating not available used. For most non-hazmat industrial fills, a reconditioned drum with a matching lining does the same job.
