A new plastic pallet has never been in service and carries the full static, dynamic and racked ratings the manufacturer publishes for that model. It is molded from HDPE or PP, virgin or recycled resin, to a fixed footprint such as 48x40 in, 1,200x1,000 mm or 1,100x1,100 mm, as a nestable, stackable or rackable design.
The reason to buy new rather than used is the rating sheet. A new pallet arrives as a known model with known ratings, which is what beam racking and food or pharma sanitation programs require. Used plastic pallets often arrive as mixed models with no paperwork.
Plastic is exempt from ISPM-15, new or used, so export loads need no treatment stamp. Order new when you need a specific model, an open or closed deck, or a resin chosen for temperature: HDPE for freezers, PP for hot wash-down.
