New lumber is stock shipped from the mill or a distributor that has never been built into a pallet, crate or load. Stamped dimension lumber carries a grade stamp showing the grading agency, mill number, species group, grade and moisture condition, such as S-DRY or KD-19 for 19 percent moisture or less, and S-GRN for green.
Unlike used or reclaimed boards, new stock comes in consistent actual sizes (a 2x4 is 1.5 by 3.5 inches) and full lengths, so it runs through nailing machines and cut-to-length lines without sorting.
For export packaging, look for HT on the stamp or on the supplier's heat-treatment certificate. The IPPC mark that customs inspects goes on the finished pallet or crate, not the raw board.
